Job Responsibilities:

The Regional Program Manager (RPM) for Latin America is responsible for a portfolio of 10-12 partners that are launching or scaling student loan products. These partners are typically, although not exclusively, microfinance institutions. Working as part of a team organized along geography, the RPM is responsible for selecting new partners, including financial due diligence, negotiating contracts and managing product development from start to finish: market research, product definition, pilot, and scale. The RPM will be responsible for managing in-country skilled volunteers in this process. Under the direction of the Sr. Director, LED the Program Associate (PA) maintains regular contact with, and provides general program support. The PA will provide backstopping and assist in the oversight of program implementation, as well as provide strategic and technical assistance necessary to achieve all program objectives. The PA will report to the Sr. Director, LED and will also be expected to support new business development as needed.

 DUTIES AND RESPONSIBILITIES : Provides support, coordination and follow-up to overall practice area, senior staff, and portfolio of countries; Backstops country programs, serving as headquarters-based focal point for finance, administration, reporting, program, and communications; Manages contracts and agreements with consultants and/or institutions; Reviews and finalizes all programmatic materials to donors; Support financial management aspects of programs including budget design and monitoring program finances and monthly pipelines; Monitor program performance of portfolio countries and tracks results in collaboration with the Country Directors and field staff; Participates in resume screening and interviewing of potential intern, consultant, and staff candidates for headquarters and field positions. Proposal Coordination - Coordination of the overall process of proposal development, including narrative, budgetary, certifications / representations, partnering agreements, and technical approach; Technical Support – Providing technical support to the field and various proposal efforts, sharing information, drafting of promotional materials, case studies, etc. Research / Assessment – Conduct field assessments, attend and report back on meetings, desk research, landscape analyses, etc. Communications / Marketing – Author, edit and provide input into marketing materials, sector approaches, PPRs, case studies, etc. Recruitment / Partnerships – Identify and follow-up on potential partnerships, undertake recruitment for specific proposals and overall staffing efforts. Other duties as assigned.

 QUALIFICATIONS: Bachelor’s degree in business, economics, agriculture / rural development, international development or other related field; Master’s degree preferred Minimum of three years previous work experience in international economic development programs, including field experience; Prior budgeting experience preferred Proficiency in Excel Strong writing skills, especially for proposals and promotional materials; Team-oriented, multi-tasker with practical analytical skills; and Up to 30% travel to international developing country locations. OVERALL RESPONSBILITIES: As a member of the Country Programs Team, the Senior Program Officer (SPO) is responsible for the management and coordination of programmatic and operational support to the in-country teams he/she is assigned to. Under the direction of the Director, CLM Country Portfolio, the SPO coordinates the work of country support teams assuring that all requests for technical, contractual, administrative, financial and logistics assistance to the home office are handled in an efficient and effective manner. The SPO is the first point of contact for the field-based Project Directors, Chiefs of Party (COPs) and the project staff for day-to-day project support, and coordinates all related communications with and support to the field teams. As a technical member of the Center for Leadership and Management, the SPO is expected to work with the Director of Technical Strategy and Quality Assurance to develop, package and deliver technical products and services; assist with the strategic positioning of the Center within the organization; contribute to the Center’s knowledge management and sharing effort; and provide technical support as appropriate. The SPO is aware of and adheres to MSH procurement integrity standards in all activities.

SPECIFIC RESPONSBILITIES:

A . Project Management Support Manage the assigned country programs support teams; plan and facilitate communication with the COP and senior project staff; plan and facilitate coordination meetings with home office-based country support team emphasizing the need for focused and timely support. Supervise country support teams junior personnel as required In close collaboration with the COP and theDirector, CLM Country Portfolio, manage the Start-up and Close-out phases of assigned projects, including the activities and scheduling of the Start-up Teams and the preparation and implementation of the Close-out plans. In close collaboration with the COP and CLM Country Portfolio, manage budget development and support workplan development, including Performance Monitoring Plans (M&E plans); in close collaboration with MSH’s relevant level financial unit develop the project’s coding structure. Provide expertise in USAID and other donors’ financial and technical reporting requirements and assist in the preparation of necessary reports. Coordinate work of project support team members in assuring the establishment of policies and procedures at project level, following guidelines stated in MSH Project Management Manual. Ensure that proper and timely home office support is provided to expatriate staff including to/from post travel. Coordinate the fielding of consultants with CGA, relevant finance unit and Technical Centers, including screening of consultant suitability and availability. Ensure that staff providing short-term technical assistance (STTA) and consultants comply with MSH project management policies and procedures, and oversee the support provided for their logistics and travel. Initiate and maintain communications with outside consultants, before, during and after the assignment. 10. In conjunction with the Deputy Director, Financial Management and CLM assigned CGA officers ensure the country programs he/she is supporting meet their annual and overall Cost Share requirements. B. Financial and Contractual Support Act as liaison with the assigned MSH Contract Officer regarding compliance with donor’s contractual and financial requirements. Provide support in monitoring contract compliance and assist in the preparation of the Pipeline budgets. Regularly review, analyze and monitor the project financial reports and communicate any over-under expenditure observations to the COP and the Director, CLM Country Portfolio on a timely basis. Ensure that all non-Field Expense, project expenditures are properly authorized, and task and subtask codes are correct before submitting to Accounts Payable. Manage home office coordination and communication with the project’s Subcontractors. Plan and facilitate coordination meetings and technical input, and ensure proper review of Subcontractor’s invoices. Coordinate international procurement for the project with the relevant level MSH Procurement Officer. C. Support to Technical Project Implementation Assist the COP and the Director, CLM Country Portfolio in the management and coordination of technical assistance to the project. Assist the COP and the Director, CLM Country Portfolio in articulating the STTA needs to successfully implement the project’s works plans; develop and maintain the STTA Plan for the project. In consultation with COP and Director, CLM Country Portfolio articulate scopes of work and assist in the identification of technical resources. Assist the COP and the Director, CLM Country Portfolio in the development and use of a system to monitor the implementation process of project deliverables and the quality and success of the deliverables. On an ongoing basis research, monitor and abstract literature relevant to the project’s activities, including review of professional journals, attendance at conferences and collection/dissemination of relevant information. Assist in identifying possible non-USAID funding sources and assist in the development of proposals. Provide STTA as requested by the COP, senior technical project staff, and/orDirector, CLM Country Portfolio. Provide skilled technical assistance to CLM staff, other MSH staff, and to the partner organizations with which the Center Programs work. The specialized management areas in which the SPO focuses could include performance improvement, financial management, project management, business planning, support of virtual programs, and other applicable management specialties. Collaborate with other Center staff and consultants to design, refine, and adapt existing MSH technical assistance and training approaches and materials (or to develop new approaches and materials if a gap is identified) related to performance improvement, leadership development, financial management, human resource management, project management, and management development in general. Provide technical assistance and training in management topics to Country Programs and other CLM and MSH projects and partner organizations, as appropriate. Collaborate with the Country Programs staff and other CLM staff in producing reports, papers, manuals, technical assistance and training materials, and in organizing and conducting workshops, seminars, and other events. Prepare papers and presentations on CLM experiences at professional conferences. Deloitte Consulting LLP, Emerging Markets Group, an international consulting firm based in the United States, is currently accepting applications for senior and mid-level specialists for the five year USAID LIVCD (Lebanon Industry Value Chain Development) Project. Project objectives are to increase incomes and employment in rural areas. The project will partner with the private sector, including farmers, input suppliers, transporters, agro-processors, exporters, and small-medium sized enterprises to raise the competitiveness of value chains. We are seeking Institutional and Private Sector Organization Strengthening Specialists. These individuals will be responsible for strengthening the management and technical capacities of producer organizations in order to compete in target value chains. By linking closely with the Extension and Post Harvest Handling Specialists, this position contributes to making producers and producer organizations more reliable suppliers of quantity and quality and better able to serve their members. This includes designing and delivering a technical assistance package; identifying opportunities for the provision of seed grants; and identifying linkages with buyers and service providers (financial services, input suppliers, transport, storage, standards certification etc).
